Challenges: This project represents a successful public-private partnership between the City of Manhattan and Frontier Development Group (FDG). After the City issued a Request for Proposals (RFP) to find a qualified developer for a challenging parcel of city-owned land, Frontier was awarded the development rights and began working on site design and redevelopment options. The site posed significant challenges, including severe grading issues, limited infrastructure, exposed rock ledges, poor access, and an outdated initial plat. Overcoming these obstacles required extensive collaboration with neighborhood residents, local stakeholders, and City officials. Frontier led a comprehensive redevelopment process that involved repealing a previous Planned Unit Development (PUD), rezoning the site, negotiating an incentive agreement with the City, and executing a full replat. The resulting plan prioritized high-quality, functional lots while leveraging existing roads for access. Additionally, Frontier secured entitlements and funding through the Kansas Housing Investor Tax Credit (KHITC) and the Moderate Income Housing (MIH) program, allowing 8 of the homes to be reserved as workforce housing, ensuring affordability and long-term community impact.
