City approves amended agreement for Moro housing project

An amended development agreement was approved this week for a workforce housing project on Moro Street after the developer increased the scope of the project.

The city commission in June approved an initial agreement for Frontier Development to receive a property tax abatement for a five-unit townhome project at 716 Moro St.

Company partner Tyler Holloman said after an oversight on parking regulations, he and fellow developer Ben Burton were able to increase the project from five to seven units, taking the project from a single-floor concept to a two-story concept with a smaller footprint.

“The request before you would be to consider a proportionate increase to the workforce housing sales tax allocation for this project as well as the industrial revenue bond component,” he said.

Holloman said Frontier wasn’t seeking any general fund allocations for the project.

“We will continue to pay the existing property taxes on this tract, plus a 4 or 5% continual escalator built into the agreement,” he said.

The total cost of the project has increased from $800,000 to $1.25 million and now qualifies for a 10% workforce housing sales tax exemption.

“I appreciate the guys researching it more so that we can get seven units on the same space as opposed to five,” commissioner Jayme Minton said.

Commissioner John Matta agreed.

“This is the program we’ve talked about doing was these type of developments and these incentives,” he said.

Commissioner Peter Oppelt said he’d also like more robust conversations about whether the city’s workforce housing policy is something that should continue or if the city should be looking more long-term.

The project is one of two planned housing developments on Moro Street. The other will be at 1000 Moro St.
